How do I get in touch with DEFAX Child Services?

My boyfriends two children are being abused by his ex-wife's boyfriend. DSS nor the Law will do anything to help. WE NEED HELP before it goes too far. They have come with black eyes, bruises the size of fists and knots on their heads. This has been going on for two years now and no one is willing to do anything! Someone please help!
