Would a nation send people to Mars but not bring them back?

Is it conceivable that a nation could decide it is too difficult and costly to try to return people to Earth, having landed them on Mars? Is it conceivable that they could send astronauts on a suicide mission to Mars, expecting them to sacrifice their lives for the glory of the nation?
