I have a gamo hunter that does not shoot strait at all?

I am pretty sure the scope is good. It has very little to no grouping. I have shot it with the spaicel PBA pellets and that deos not seem to help. I have cleaned it with a .17 caliber cleaning kit and it is still very unacurate. The scope is a BSA. Is there something i am doing wrong?
