Was Pico rivera the only city that increased their taxes or all of Los angeles county?

All of the LA County increased taxes to 9.25%, I believe. Pico Rivera and South Gate's taxes are up to 10.25%, the highest in California. This is due to the city's deficit and to prevent cuts.
