Why do City/County governments not Uphold the Constitution of the United States ?

Why do consolidated city /county governments fell they don't have to uphold the Constitution of the United states and deprive the citizens of the rights given to us by the forefathers of this great nation. My thought is that they deprive us of our right because of greed for revenue. Under section one of the 14th amendment says that "No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States;Nor shall any State deprive any person of life, liberty, or property, without due process of the law; nor deny to any person within its juristdiction the equal protection of the law." and the "law" meaning the Constitution of the United States. Why do they deprive us of our Constitutional Rights?
